Expert(e) en Mobilisation de Ressources/Réforme Fiscale – GoLD+ (Enda ECOPOP)

The position seeks an expert in mobilising resources and fiscal reform to support the GoLD+ governance programme implemented by Enda ECOPOP in Senegal. The role involves analysing the legal and institutional framework for local financing, supporting decentralised finances, and coordinating with local authorities and ministries to strengthen resource mobilisation and local financial management. It is a fixed‑term contract with responsibilities across multiple regions, including Dakar and several other districts.

PhD or Master in economics, finance, tax law or related field; minimum 10 years of experience in local finances, decentralisation and local development in Senegal; experience with USAID projects is a plus.
