The programme includes in-class workshops, a preparatory meeting for class representatives and a main Youth Council day with dialogue cafés, panel discussions and the option to submit youth motions. The council also runs a youth board of members aged 13–25 who meet monthly to collect opinions and arrange activities.

The process is aimed at pupils in year 8 and second year of upper secondary school; the youth council board consists of young people aged 13–25.

Proposals are collected via classroom workshops during the spring, class representatives meet at a preparatory day to select proposals to advance, and representatives participate in the Youth Council day for dialogue and submission of motions.
