Information Controls Fellowship Program 2025

The Information Controls Fellowship Program (ICFP) supports researchers exploring how governments implement information controls, censorship, and surveillance, with a focus on mitigation of these threats and related areas. It funds research, outputs, and creative collaboration on topics related to repressive internet censorship and surveillance, including development of monitoring tools, analysis of information controls, and testing circumvention methods.

Monthly stipend, travel and equipment stipends provided to fellows.

Open to experienced researchers from a variety of backgrounds, including students and junior to mid-career practitioners with demonstrated expertise.

Submit a concept note through OTF’s online application system (two-stage process; concept note first, then full proposal with host organization for invited applicants).
