PhD Study Leave with Full Salary (Academic Year 2026/2027)

A competitively awarded study-leave scheme that allows eligible Ministry of Education employees to pursue a doctoral (PhD) degree while receiving their full salary. Successful candidates must meet academic and language requirements and pass the Ministry's selection and ranking procedures.

Continuation of full salary while on approved PhD study leave

Applicants must be Omani nationals employed by the Ministry of Education (not contractual), have completed at least one year of service, hold a master's degree from a recognized university with a minimum cumulative GPA of 2.7/4 (or equivalent 'Good'), and hold an IELTS score of 5 from approved institutions (valid within two years). Additional conditions include not being seconded outside the Ministry, not having previously received study leave for the same qualification, and meeting job-performance and approval requirements from relevant Ministry managers.

Complete the Ministry's online application form via the educational portal, upload required PDF documents (master's certificate and transcript, degree equivalency if applicable, IELTS, approval form), obtain managerial approval, and undergo the Ministry's selection and scoring process.
