Horizon Europe Cluster 3 Civil Security for Society 2026

The European Commission, through the European Research Executive Agency (REA), has launched a major funding opportunity under Horizon Europe Cluster 3: Civil Security for Society. The programme supports projects addressing crime prevention, counter-terrorism, cybersecurity, disaster resilience, border management, and protection of critical infrastructure, seeking collaboration among researchers, institutions, public authorities, and industry stakeholders. Proposals are due by 5 November 2026 and are intended for consortia spanning multiple organizations and countries.

Universities, research institutions, security agencies, public authorities, technology companies, SMEs, civil society organizations, NGOs, and international research partnerships are among those considered for participation.
