Hong Kong PhD Fellowship Scheme (HKPFS) 2027/2028

The Hong Kong PhD Fellowship Scheme (HKPFS) is a competitive programme created by the Research Grants Council (RGC) to attract outstanding global talent to pursue full-time doctoral studies at eight public universities in Hong Kong. For the 2027/28 academic year the scheme will award up to 400 fellowships of up to three years. Fellows receive an annual stipend and a travel/research allowance, and host universities commonly provide tuition waivers and additional financial support. Selection is based on academic excellence, research potential, communication and interpersonal skills, and demonstrated leadership.

Annual stipend (HK$344,400), annual travel/research allowance (HK$14,400), and usually tuition waiver and additional support from host universities.

Open to outstanding candidates worldwide to pursue full-time doctoral studies; applicants may apply to up to two doctoral programmes at one or two of the eight participating Hong Kong universities.

Two-step application: initial online registration and application via the RGC/HKPFS electronic system to obtain a reference number, followed by formal submission of the doctoral programme application to the chosen university/universities citing the HKPFS reference number.
