The assignment seeks two individual consultants to design and develop national interoperability frameworks for Health Information Exchange in Tunisia and Seychelles, including governance, standards alignment, and an actionable roadmap. The work targets a standards-based, multilayer interoperability model with emphasis on data exchange, security, privacy, and sustainability. Deliverables include inception reports, situational analyses, a draft framework, validation materials, and a final implementation roadmap.
