UNESCO UIL-SOU Programme 2026

The UNESCO Institute for Lifelong Learning (UIL), in cooperation with Shanghai Open University (SOU), invites applications for the UNESCO UIL-SOU Programme 2026. The program aims to strengthen lifelong learning systems through technical support, policy dialogue, and international exchange, including online learning and an in-person workshop in Shanghai. It seeks to help countries develop governance and policy coherence for lifelong learning and to build capacity for implementation over an 11-month period. A limited number of countries will be selected to participate, with full funding provided.

Online learning through the UIL hub, tailored online courses and webinars, involvement in national lifelong learning system analysis, participation in an in-person workshop, and policy dialogue outcomes support.

Applications are invited from UNESCO member states; ministries responsible for lifelong learning may submit applications to participate.

Complete the application form via the online portal; the ministry responsible for lifelong learning should submit the application by the deadline.
