The European Capital of Democracy is an annual designation that provides a global platform for strengthening democracy. The title-holding city curates and implements a year-long programme of events in cooperation with citizens and civil society, offering a platform for democratic innovation and civic engagement at the municipal level.

Eligibility

Cities must be located within Council of Europe member states (plus Kosovo) and have a population of over 100,000 inhabitants. Not have municipal elections scheduled between March 2025 and January 2026. Uphold democratic values, including free, fair, and regular local government elections.
