The programme operates regionally (Africa, Asia, Latin America, Near and Middle East) and places applicants via KAAD's partner committees and institutional partners. Awards are offered for specific master's programmes in partner institutions (examples named include Assumption University of Thailand and Mahidol University).

Refugees (for example from Iraq and Syria) resident in the host countries (Jordan or Lebanon) may also apply. Applications are submitted via KAAD partner committees in the applicants' region; applications from other countries are considered only in exceptional cases.
