Heydar Aliyev International Education Grant

The Heydar Aliyev International Education Grant is a fully funded scholarship program for international students to pursue Bachelor’s, Master’s, Medical, or Doctoral studies at Azerbaijani universities. It is run jointly by Azerbaijan’s Ministry of Foreign Affairs and Ministry of Science and Education and selects candidates through national nomination and centralized registration stages.

Full tuition, airfare, insurance, visa support, monthly stipend, language courses

Applicants must be citizens of OIC, NAM, Small Island Developing States, or countries with cultural ties to Azerbaijan, meet age and GPA requirements, and demonstrate language proficiency in the program language of instruction.

Submit documents to home country’s nominating authority during the national nomination stage; online centralized registration for nominated candidates; final selection communicated by end of July; arrive in Azerbaijan by late September
